Grant Opportunities Currently Accepting Applications

The Metropolitan Transportation Commission (MTC) invites Bay Area public agencies to submit projects for local planning and policy development to advance MTC’s The TOC Policy supports the region's transit investments by creating communities around transit stations and along transit corridors that not only enable transit ridership, but also are places where Bay Area residents of all abilities, income levels, and racial and ethnic backgrounds can live, work and access services.  

MTC is releasing approximately $20 million for local planning and policy development across all four components of the TOC Policy to help achieve these goals:  

1. Increasing residential and commercial densities around station areas;
2. Adopting housing policies from the (production, preservation and protection);
3. Adjusting minimum and maximum parking ratios as well as transportation demand management policies; and 
4. Planning for station access that includes active transportation uses and mobility hub infrastructure.  

MTC will provide grants to fund technical assistance and staff time to create and implement policies that will help jurisdictions to comply with each policy area. Jurisdictions may apply for as little as one or up to all categories of projects across this Call for Projects based on need and capacity to become TOC compliant in each area. 

Eligible Applicants

Bay Area cities and counties with at least one TOC area are eligible to submit project proposals to one or more of the four components above. Jurisdictions that do not have a TOC Policy station area may also apply, by opting into the MTC TOC Policy (please see details in the Application Guide for more information).  

Applicants must also have a housing element that was adopted by the applicant’s governing body and subsequently determined by the California Housing and Community Development (HCD) Department to comply with state Housing Element Law by the time awards are announced.

Virtual Information Session 

A non-mandatory information session was held on Wednesday October 9. MTC staff for the four grant programs presented each program’s goals and eligible projects and application, and took questions from attendees. View the and slide deck. 

Office Hours

Between October 10 and November 22, MTC staff will be available for "office hours" to meet with applicants. Office hours allow prospective applicants to schedule time with relevant MTC staff to review program-specific project ideas, address application questions and discuss specific guidance. These are opportunities to address any concerns and ensure your application is as strong as possible before submittal. We strongly encourage any interested public agencies to sign up for office hours – even if you aren’t yet sure you will apply.
